Does compressing to 1 MB reduce DPI?

The lossless pass does not touch resolution at all. Pages that are re-rendered come out between roughly 45 and 144 dots per inch, and very large sheets below that, because the browser limits how much it will draw at once. That is comfortable for reading and printing at normal sizes; a rule demanding 300 DPI will not accept it.

Are links, bookmarks and form fields preserved at 1 MB?

Pages that keep their real text keep their clickable links. A page that has to be re-rendered becomes an image and loses its links, form fields and signature appearance, and the rebuilt file carries no bookmark outline or stored title in either case. Check those before filing with a court or permit desk.
